This happens because of the way they coded the quench edict.  It continues to keep track of the thirst that you lose even though it doesn't really subtract anything.  I think I had more than -240 thirst.  The main thing is...it doesn't matter except for the one day after the edict.  Seems to me that after that, your thirst will reset to zero (or maybe you have to drink a lot to get it back in the swing?)
