We know fences get claustrophobic on the new worlds, and it is a great idea. A problem arises in the old worlds (at least c7) where sometimes fences are claustrophbic when they shouldn't be.
Tips: If you can't lay a fence in a spot, try to get some in the surrounding area first. Then try the square again.
Also, I have noticed that fences do not seem to be claustrophobic when going from left to right (when laying) and down to up. Right to left, and up to down tend to cause me problems. I don't know if this will help fix the problem, but it is good to keep in mind when laying your fences.
